CXF was still checking base-packages, we've agreed to change it to
'basePackages' in the schema for naming consistency purposes, I've just updated
the trunk;
I'm not sure why the actual exception is being thrown, most likely my last fix
is not enough to cover your case, though it works in CXF tests, I will
investigate
