The STSTokenValidator is used in CXF to dispatch a token received via 
WS-Security to the STS for validation. This task is to also allow the 
STSTokenValidator to send the token via the Issue binding (using "OnBehalfOf"). 
This allows the token recipient to transform the received token into another 
token.
