Currently, if user forget to configure services in provider, the STS returns
generic SOAP fault and writes warning message into the log file ("The Service
cannot match the received AppliesTo address"). Unfortunately it is quite
difficult to analyze this problem.
I would propose to write more informative error message (SOAP Fault will stay
generic because of security reasons)
