I decided to make sure that I could reproduce the problem in CXF after taking 
all of Gunnar's advice before working further on a small test case.

In the process, I noticed type signature problems with the 
BeanValidationProvider constructors that [~sergey_beryozkin] pointed to. I am 
in the middle of discovering if the we still have a problem at all after taking 
the advice.
