The org.apache.cxf.transport.common.gzip.GZIPOutInterceptor exposes the public
static method:
{code:java}
public static UseGzip gzipPermitted(Message message, boolean force) throws Fault
{code}
However, the UseGzip enum has been changed to friendly scope in 3.1.4. The
enum needs to be changed back to public scope or the return type needs to be
changed to a visible type.
