CXF-4705 updated the StaticSTSProperties object to allow the user to specify a
URL + Properties object for signature + encryption crypto properties, instead
of just a String pointing to a File.
The per-realm configurability introduced in CXF-3924 is however still missing
this more flexible mechanism.
