The larger goal is to provide separate distribution providers for SOAP and REST.
A first step is to extract the decoration xml support as it does not belong to
SOAP or REST.
It could even be deprecated and removed in CXF DOSGi 2 as there is an OSGi spec
equivalent implemented in Aries RSA.
