When using cxf inside OSGi container and when it starts I have very strange
behavior (time to time).
The JaxRs server's that defined it blueprint xml publish concurrently via
Blueprint Extenders (I find out that by default there is 3 thread of extenders).
It happens if one extender register the service and another extender unregister
the same service.

When it happens, services plays hide-and-seek indefinitely.
