Summary: support to specify pullpoint queue name of WS-N

currently whenever a pullpoint consumer is started, a new distinct random
queue is created for it, we should be able to use the sepcified pullpoint queue
name instead a generated one so that we can reuse this durable pullpoint queue
between the broker restarts
