When performing http status code handling in the incoming interceptor chain of
a jaxws client, it would be useful to have access to the original message sent
by the service as well.
I will add a system property to activate this setter so that it does not have
unexpected consequences for existing clients.
I also want to expose the org.apache.cxf.transport.no_io_exceptions and
org.apache.cxf.transport.process_fault_on_http_400 as static properties on
HttpConduit so they can be used from client code.
