Description:
I saw
CipherSuitesTest.testRC4Included
CipherSuitesTest.testRC4IncludedAsync
failure when I first build CXF with new released JDK 9.0.1
Need enhance the way to handle java version in CipherSuitesTest, so it works
with 1.8.x, 9, 9.x.y and probably 10 in the future
