Description: If the DefaultSecurityTokenServiceProvider is set up without
an STSProperties Object there will be an exception on the first invocation.
Better instead to log the erro (was: If the
DefaultSecurityTokenServiceProvider is set up without an STSProperties Object
there will be an exception on the first invocation. Better instead to log the
error and throw an Exception on startup.)
