When the IdP receives a JWT token from a trusted third party IdP (via OpenId 
Connect for example), it is converted into a SAML Token. However, it may be 
desirable to encode some of the JWT Claims into SAML Attributes. This task 
allows the user to plug in a ClaimsHandler implementation to convert the 
received claims into a SAML AttributeStatemenBean used to populate the 
Assertion.
