I don't think this can be done in CXF.

javax.activation:javax.activation-api:1.2.0 is the api
while
com.sun.activation:javax.activation:1.2.0 is the impl

Any runtime should have dependency for the impl if need it.

Though don't know why the impl just embed api rather than depend on it, but 
this isn't something can be done in CXF IMHO
