I manged to build the project using this configuration:

<fork>once</fork>
<additionalJvmArgs>-Djavax.xml.accessExternalDTD=all</additionalJvmArgs>
</configuration>

but when I tired to run the jar file, it gave me an error:
_Caused by: org.xml.sax.SAXParseException: External DTD: Failed to read
external DTD 'XMLSchema.dtd', because 'http' access is not allowed due to
restriction set by the accessExternalDTD property._

building of my project
