Back to this issue, I think it's a classloader conflict issue. There should be
multiple copies of WebParam and WebResult getting loaded by different
classloaders.
Please take a look at

The weblogic part, especially ensure you have configuration like

<param-name>webapp.encoding.default</param-name>
<param-value>UTF-8</param-value>
</application-param>

In any case, this isn't a CXF issue IMO, so I'd like to close this issue.
