[~aukevanleeuwen] the CXF's parent pom.xml was never considered to be BOM, the
primary driver (to my knowledge) for this particular issue is to have all CXF
components in one place so they could be used without explicit version (in
samples and other modules, etc). But in general, it would be probably a good
idea to publish true BOM file(s) for CXF as well.
