the core class {{org.apache.cxf.feature.AbstractFeature}} extends the class 
{{javax.xml.ws.WebServiceFeature}} which belongs to {{jakarta.xml.ws-api}} as 
described from [~dnl], so the core has a fix dependency to 
{{jakarta.xml.ws-api}} and it should be declared in the pom for JDK9+. 
The cxf-rt-frontend-xxx modules aren't providing the {{jakarta.xml.ws-api}} as 
a dependency.

May be the class {{org.apache.cxf.feature.AbstractFeature}} shouldn't belong to 
core this could be a solution too.
