I am a developer for OpenLiberty and we use CXF as our JAX-RS implementation
for EE7 and EE8. Our performance team has identified an improvement to
Rfc3986UriValidator to avoid expensive regular expression logic if
URI.getHost() returns a host name.
I will be creating a Pull Request shortly.
