Verified the issue reproduces with x64 builds of OpenJDK running via Prism.
Note: IBM Semeru Java 21 via Prism will pass the existing tests. Given its
OpenJ9 based, that could be difference for success. There are no ARM builds
available for Semeru on Windows at the moment.
