SunJSSE doesn't get PQC support until JDK 27 (JEP 527), so on JDK 17/21 the
only path is via Bouncy Castle JSSE.
We need to add system tests to prove both cases(JDK 27 and Bouncy Castle JSSE
prior to JDK27 to support PQC)
