This is not possible. The german dictionary is GPL-licensed, not LGPL as OOi. If
you would include it then OOo would have to be GPL too because it then bases on
GPLed stuff. That's what Sun doesn't want and why this dictionary isn't included
in OOo's source and therefore not in the installer.
Closing as WONTFIX.
