There should be a locale for Indian English.This can be listed among English 
locales or indian language locales.

For those of us Indians who work in English,other english locales do not give 
correct date and currency formats.And choosing an Indian language as locale 
again creates inconsistency between the document language on the one hand and 
date and currency language on the other.

I have given type as 'defect' because if there is an english  locale for 
Philippines, there should have been one for India too as the role and place of 
English is much bigger in India.
