If I understand correctly the bouncer selects mirrors using a round-robin scheme. That is too simplistic. I think it should balance the selection so that mirrors with small bandwidth don't get as many download requests. Also, mirrors should be selected that are not geographically distant (you don't want a South American mirror if you are in Europe or vice versa). Also, it sometimes happens that you get the Chooser instead of the file open/save dialog, and then the Chooser reports the chosen download does not exist (while at other times it works OK). Possibly this happens when a mirror is selected that has not retrieved the file in question yet? And I have seen the browser hanging on a "waiting for openoffice.bouncer.osuosl.org..." or "waiting for ftp.services.openoffice.org...".
