Those who do the release sanity checks and tests for releasing a binary decide
what they want to provide. Localizations get tested and released by the native
language (QA) teams. There are native language teams that eg. want to provide
builds without JRE (like the French NL team) because there are French speaking
users in countries that still use slow modems to download OpenOffice.org because
there's no other infrastructure available within their country.
Do you want to force them to download a version with JRE ?
Nevertheless this is nothing to be discussed within a bug tracking system. If
you like to discuss this topic with someone then please use one of the mailing
lists. I will close this issue again.
