The part one patch attached here is identical to the old DRILL-2060 part 1 
patch that was associated with a JIRA that now depends on this one. The part 2 
patch is the portion of the 2060 part 2 patch that enables access the 
expression interpretation at planning time. The constant folding rule will be 
checked in as 2060, but all of the infrastructure added to make expression 
evaluation possible at planning time has been moved here.
