We should use SpoolingRawBatchBuffer in certain plan situations to avoid
distributed deadlocks. I'll work on the planning component. [~sphillips], you
work on making sure that the SpoolingRawBatchBuffer is functional and up to
date. I think it hasn't seen use in a number of months. Note that I also
think we should stop having the bootstrap configuration based choice of which
BatchBuffer to use and hardcode it for the different scenarios. I don't think
anyone is going to plug something new in at these points.
