I am leaning towards having these as BOOT options. As we are providing a
"group" option (*security.admin.user_groups*), if a new user is needed to be
added as admin cluster admins can just add the user to 'group" in underlying OS
without restarting the Drill cluster.
Let me know there are any comments with this approach.
