We found issues once we added rpc thread offload. Specifically DRILL-4041 and
DRILL-4057. As such, we need to disable the RPC offload feature until the
concurrency issues have been resolved. Patch comes from the discussion on
DRILL-4057. Making a separate JIRA since this sidesteps the 4057 issue rather
than resolving it.
