It seems like we should use skipAll everywhere at the record reader interface. 
The individual readers figure out the best way to implement this. In your 
description of changes, it isn't clear whether this is just fixing items in 
each reader or something done in planning.  Since github is down, I haven't had 
a chance to look at the patch. Can you confirm this is reader implementation 
changes and nothing in planning?
