This was uncovered using the unit test framework described in another set of
JIRA tickets. The fix is verified against our internal pre-commit test run.
My thought was to push this as an independent PR to make review easier.
Alternatively, we can combine it into the (rather large) PR for the
sub-operator unit test framework itself.
