I might be wrong, but I think one state when the Drillbit is responding without
a {{RUNNING}} state is when the Drillbit is performing a graceful shutdown and
has gone into a {{QUISCIENT}} state, where the Drillbit is not accepting new
work, but rather waiting for completion of currently assigned queries' tasks.
