[~lhfei], noticed that this got assigned to you. Please see the above notes 
that the use of the '#' character as a comment character is a feature that can 
be disabled, not a bug to be fixed.

It does make sense, however, to have no comment character by default since 
"standard" CSV (whatever that means) does not support comments, though some 
variants (such as MS web server logs) do use comments.
