[~Bhargava Vadlamani] contributions are always welcome. Looks like you want to
add new format plugin for ORC.
Please, note that it should be implemented using row set-based framework
implemented by [~Paul.Rogers]. Text v3 reader is implemented using this
framework, you can use it as example.
