Found a case when a plugin fails to be enabled:
1. On the storage page, disable a plugin (e.g. "dfs") using "disable" button
2. Update the plugin and manually set "enabled" option to true
3. Click Update
Expected result:
The plugin should be enabled.
Actual result:
It is still disabled.
