Summary: Enrich the qos command

The qos provides some basic commands: ls, online, offline, ..., it can be
further enriched to achieve more efficient operation and maintenance.
And further more, we can think of the possibility of unify the structure of
service metadata, service status, service metrics and so on. This way any
operation and maintenance tools will depend on the same basic structure, these
tools only become an outside wrapper. These tools can be telnet, spring boot
endpoints or others.
