   The fact is that I didn't understand your meaning before. I think the first 
plan is more feasible, while the second plan, in my opinion, will cause message 
confusion in the message queue and duplicate consumption. 
   For "create a retry topic when creating a topic", it is better to delay the 
creation until the retry is needed.
