After some further testing on
[https://staging.openmf.org,|https://staging.openmf.org%2C/] the behavior is
inconsistent. For offices, branch office2 and branch office3, both just display
a blank error message from the UI but a '500-internal server error' when
looking at browser console.
New clients are able to be created fine at other offices including
test_office1, test_office2 and a newly created Regional office.
Perhaps something is corrupt with those 2 offices?
