Summary: Allow to undo disbursal in topup loans

As of now, the system does not allow to undo disbursal of a topup loan, the
system should allow this in case the disbursal was done by mistake or user want
to change something before disbusing the loan. When the loan is undone the
disbursal, it will undo the last repayment of the loan which was closed by the
topup action.
