As a part of updating Fineract dependencies to address
[https://nvd.nist.gov/vuln/detail/CVE-2016-4977,] Spring context was updated to
version 4.1.9 .
In this version, the CachingConfigurer has been updated to include a method for
handling Cache related errors, i.e CacheErrorHandler errorHandler(). A sensible
implementation of the same needs to be added to PlatformCacheConfiguration
