This is a ticket to express the required changes to fineract-CN for supporting
integration with a payments hub, using modern push (credit transfer) real time
approaches.
It is anticipated that the solution involved will create a separate
microservice with generalized API endpoints that support quote of cost, respond
to request for payment, payment initiation, hold on funds, and confirmation of
funds sent.
There are also changes needed in the accounting and transaction microservices
to support the proper hold of funds, confirmation of the funds movement (aka
clearing) and other logic for error handling.
