I just noticed that Fineract's test were actually not running anymore.
This seems to have been like this for a while, due to a mistake, but went
unnoticed.
I'll raise a PR to re-activat running tests. They all still pass, except 1 -
the TopicTest currently fails. I'll add a JUnit Ignore to it, and hope that
someone else will come along later to fix it some day.
This only affects unit tests, not integration tests.
