Description:
Prepare Docker Compose to pull images from a registry and run Fineract CN. This
may reduce build and test cycles.
This require that the docker images already exist somewhere on Dockerhub.
Good idea to also provide a way to build images(using dockerfiles) from this
docker compose for development purpose
