TL;DR is that /rebase as-is only works for PRs raised on the main
(apache/fineract) repo, not personal forks, which makes it of really limited
value... in practice, that's useless, to be advertised within our project. I'm
waiting to hear back what GitHub Support has to say about this, and if ASF
Infra has any alternative Rebase Bot kind of thing which this project could
more easily adopt.
The Stale GitHub Action is still useful though, and totally unrelated to
/rebase.
