If we can avoid having to customize the Swagger UI to add a navigation bar,
that’s probably much much better for future maintainability. [OpenAPI’s
Grouping Operations With
Tags|https://swagger.io/docs/specification/grouping-operations-with-tags/]
seems to be the “official” way of doing this - could we not simply use that?
