loanWithFlatCahargesAndPeriodicAccrualAccountingEnabled, so I've raised new

Re. test isolation, FTR that's not it, note that
https://github.com/apache/fineract/pull/785 was green when I merged it, so
loanWithFlatCahargesAndPeriodicAccrualAccountingEnabled is truly "flaky" (not
"dependant").
