[~ptuomola] in FINERACT-940 reminded me of JRebel. I'm not sure anyone actually 
still uses it with Fineract, if it still works, and if there is still a valid 
free license for Mifos for this commercial product, like we once had, 10 years 
ago. I suspect and hereby propose that whenever we do this, we could use it as 
the opportunity to remove the gradle-jrebel-plugin from {{build.gradle}}?
