wrong!) there was never a vote approving it, and it's not available on

FTR that "1.4.0" branch (which IMHO when we do this issue should better be just
named e.g. "v1.4" - without a minor version!) was at
e9e0bbc930ded7e1b3be942d237e228bacdb52b8 (from Jan 25th), and the
"release-1.4.0" tag was at 7420545d8f9c35276954def94a58800b29bdde93 (from Jan
12th). I've just removed both, because as stated above, to which nobody replied
to the contrary, this project actually never had a 1.4.0 release, as per the
process https://github.com/apache/fineract/#releasing (i.e. there never was a
binding vote, etc.)
