I've now recreated a "system" user (ID #42). That's more of a PITA than I
thought, I think due to
[https://github.com/vorburger/www.fineract.dev/issues/1] (I'll sort that one of
these days) + UI not showing password validation error message.

[~ptuomola] did you want to keep this issue open for #2? I'd probably Resolve
it now, and if you like open a new issue for that idea... perhaps as Type:
Improvement, Priority: Low? That doesn't seem that important, to me; we
probably got bigger fish to try.
