Summary: WHOLE_TERM case is missing logic?

Error Prone found code that seems to forget to handle certain cases of enum
values. WHOLE_TERM case is one such. Is it missing logic and needs to be
implemented or is it that the default case does the right thing for WHOLE_TERM.
